How to cancel car registration for punjab number vehicle?

I sold a car nearly 2 years ago but the owner did n't transfer it to his name and now I lost his contact and agreement as well.
Please guide how to cancel the regustration.

I think there is a way, you can give a affidavit to excise to Freeze the registration. Excise has ambiguities about the cancellation of any registration.

based on my ltd. knowledge; If you had provided everything to the buyer and were fully willing to help him in the transfer of ownership in his name, buyer also agreed, but then never returned, then you may visit the relevant Excise Office, and ask for the blockage of transfer of ownership, and may be even cancellation of registration.

On parallel grounds, you may also ask the Police department for confiscation / impounding of your vehicle, on security grounds, and that vehicle may be used in any malicious activity.

you can not apply for registration cancellation without presenting the original documents and upto date paid tax receipts also without proof of ownership you can not register an FIR nor you can file an application with excise office to suspend the transfer.

Second owner applied for Transfer of ownership 9-Jun-22 (BioMetric Done)
Now i purchased the car but unable to transfer on my name due to second owner's application pending.

Please guide. First owner is not available now.
