You cannot all of a sudden enforce a rule of law properly when the entire system is broken unfortunately.
I moved to Pakistan 1.5 yrs ago, and driving here was a major adjustment. I went through emotions of anger, frustration and every other you can think of. In the end, I learned that patience is key.
You simply can't stop people from putting their high beams on. So in order to see, I turn mine on as well when there is an incoming high beam driver. Yes, it's not a solution, but the other driver may or may not understand that I can't see. In Canada, people would have their high beams on during the daytime as well, as they are SO oblivious. They JUST DO NOT KNOW. I pulled up next to a lady at a traffic light and told her and her response was "Oh my goodness, I didn't even know that"
I assume the same here.
A bigger worry for me, is the motorcycle riders and rickshaws at night who drive with ZERO lights on. You can't see them. Sometimes they have their wife and children and it scares me to death that someone is going to hit them.
I wrote a letter to the local traffic police head, but obviously haven't gotten a response. I'm planning on either calling in or making a visit myself to express this issue.
Yes, it may not help, but if we don't, who will? We all complain about the system and country, but sit and do nothing about it. So I applaud you for wanting to take action and I wish you all the best.
Pakistan is not a bad country. It's beautiful. It's Pakistan's people who have tarnished it's name.
