New owner / Purchaser particulars need to be filled in that form. And he will sign at the bottom of that page.
Your form has 2 pages. One form F, and other, verification from inspector. I think, that is not required.
I have sold 2 of my vehicles. In both cases, particulars of the purchaser / New owner were filled in. And inspectors verification form was not filled in and submitted.
Current owner / seller do not need to fill in his / her particulars, as they are already available with E&T record. Particulars of new buyer / purchaser need to be there.
I think, this form should be modified and made further easy and clear, to avoid any / all confusions.
