the ciggie smell is actually in the plastic, get some real heavy duty soap - like lado, gaaye etc. something made with animal fats and a ton of soda - use a towel and scrub the stuff clean at least twice with the solution - mix some borax in the water too.
make sure you apply some protectant on the plastics otherwise they will dry out . but make sure you get all the soap out, you may need to use a brush to clean the texture on the plastics.
I have a chev impala that was owned by a ciggie addict, it was reeking of it - I cleaned it with such soap and borax - including all fabrics too, vinegar totka for 3 days in 42 C weather. Got it out about 90%, the rest was in the A/C, I used a product built for this purpose (you spray it through the drain pipe) and let it sit for 20 minutes, switch the A/C on and all residue is washed out. I also replaced the cabin filter on it.
