the nozzles should be checked for breaking pressure correctly by slow pumping of the test plunger, the IP is checked on a test bench for fuel delivery volume, Internal pressure via the out banjo bolt and corrected with the regulator, correct functioning of the cold start device on the pump.
The shops at Garden (Zoo) are the worst, when I ask them about anything, like internal pressure, shimming the nozzles - I get the most shocked looks or the most dumba$$ answers Ive ever heard. All they say is - ham 20 saal se kaam kar rahe hain - aur ache giraak hain hamaray, right on 6km/lit on a 2L hilux that fights to start is not good at all.
Find yourself someone who knows diesel injection works, DPS on Shahrah-e-Faisal are very good in this work. They work on Bosch pumps and I have had no problems with Mercedes, VW, Land Rover, BMW etc. You can talk to them to confirm if they will work on your vehicles system.
The injection timing is very very critical to satisfactory operation. Your VE pump requires an adapter with a dial gauge to correctly determine injection plunger advance.
