What fuel consumption are you getting currently?
It will improve after 10k kms.Changing spark plugs will not improve milage. Always use genuine air filter.
If you keep RPM under 3 it can give easily 12-13 kmpl.

Don't do anything else than what is mentioned in the manual. Try to drive it with a light foot than you can get somewhere near to 11-12 in city .Btw which method are you using for calculation. I think best method is to fill the tank up twice and calculate the how much fuel is used . The other method is to reset you trip when your fuel reserve light turns on. Fill up with any number of litres and calculate fuel economy once it turns on again. Generally Swift has extremely poor fuel economy . Hope my reply helps you somehow
