I paid 90% payment to the person and now he says that owner is abroad and will visit after few, months.The car is Islamabad registered, can some one tell me the legal process to get it done without presence of owner, please. Seriously worried

Why did you pay someone if he wasn't the owner of the vehicle?And there's no way to get the vehicle transferred without biometric verification.
u need to check with the agents roaming around the eto officeit will definitely cost an arm and leg these days due to bio metric and strictness
Agent work hmm. But I was thinking a legal way out, because for bank biometric system they were given exemption.
@Arsalan because in Pakistan people sell without transferring and he had sold to two persons further in a chain and I was so convinced by seller.

Oh okay but brother always pay through bank transfer or pay order and payorder/bank account should always have the name of real owner of the car. Otherwise your purchase be challenged anytime by the real owner and you'll stuck in a real problem.
how a person from abroad can give biometrics ? is there any way to give biometrics from abroad, i mean through a bank or embassy
