How to Transfer Vehicle on Open Transfer Letter

I want to buy a Land Cruiser SUV , The said vehicle is runing on open transfer letter, Just wanted to know the process of registering the vehicle on my name if i buy it .

I read on the Excise Webpage that they need attested Transfer letter , ID Card of the seller - but if the seller is not the true owner how does it work .

do i have to pay some extra to agents which again i was told that due to strictness in excise office agents are not allowed .

some help is required please .

For Lahore now a days (till 30th of this month) you need to get a TO form from excise office; window 7. Fill it up and submit it in a file with sales deed and original book. TO form is good for 20 days or so, the old one may have expired and you will need a new one.

I don't recommend you to forge the signature and the thumb print if the seller (ahm ahm, that is something everyone does, don't ask me if I did that too). Go to window 4 for transfer, there the guy will check your original file and accept the transfer file. Transfer file must contain the following:

Sales deed,
TO Form
ID cards (both buyer and seller)
Original book

You will need to use a string that comes with the file to clip all these together. Pay the fee and get the receipt. In 4-5 days you will be able to collect the file from second floor.
I didn't pay an agent and got the transfer done for my car for 1700. (300 for TO form, 1200 excise fee, 200 transfer fee). Ek pesa nae dia agent ko or kam bhee aram say ho gaya, bus window kay ek do chakar lagay, reception pay jo ladies bethi hain they were really helpful, just give them the respect they deserve.

From 1st May you will need to have the seller and buyer both at the excise office for a biometric transfer. So open letter can be a problem since it will be your responsibility to track down the seller and bring them in for boimetric transfer.

i am from islamabad , just dont want a scene in the last stage , how should one go by checking the documentation , open transfer letter means that vehicle not tfr on the 2nd buyer name , kindly explain in detail the process on how to get it tfr on my name if i decide to buy it .

biometric system is not applicable in islamabad ict as far as i know 2 days back . i read on the fbr webpage that documentation has to be attested as well who is going to do that , seller or buyer .

If you are talking about the old system than you only need ID card copies of the previous owner and your own. You will need to get a TO form from the excise office. Fill that and forge the signature and thumb print of the previous owner. Submit the form in a file all you need is a sales deed, TO form, ID card copies and original book. They may ask you for the original file.

If you are confused go to the excise office you will find some agents outside ask them about this they will give you short cuts. Go with them or do it yourself, since I am in Lahore I am not sure about how it works in Islamabad. I can just guide you on Lahore.

Dear Abrar, please guide me, i have a car on open transfer letter and the car is lahore registered. the problem is that the ID card copy of the owner has expired but all the other documents are present i-e signed transfer deed by the owner. will it create any issue in transfer of the car to my name?
