How to verify Islamabad Registered Car for Stolen

I am interested in car which is registered in Islamabad, the person selling do not have the file of the car he said for Islamabad registered cars, ET department keep the file. Also i was thinking how can i check if the car was not stolen.

This is True. ET Dept keeps the file of the car. If you are based in islamabad you can visit ET dept and check car file. For stolen car, You can visit 15 office and get verified from there.
Moreover, It is mandatory for the seller to visit ET Dept with buyer in order to get the car transferred on buyers name (unless of course you choose to bribe around 8-10k in case of seller absence). ET Islamabad only provides the transfer letter to the seller (on whose name car is registered). Even if transfer letter is issued, Seller is needed to be present in car transfer process.

Thanks. Can i as a buyer, without the presence of Seller, ask ET department to show me the file or confirm if the file exists?

Actually the seller is in Lahore and i just wanted to know if ET have the file. So the seller would have to travel to Islamabad so that i can confirm the existence of file, right?

I asked a City Traffic warden about that, he said you must have the original registration of car with you if you want to visit 15 office. Also R15 website has mentioned that you should bring original registration and car for verification.
All i want to know is if the ET have file for the car or not.

ISB ET provides only vehicle registration book to the owner.
in ISB excise office you can check vehicle record from a verification window/counter by showing original registration book.

e original documents of car include sales certificate and sales invoice is submitted in the ETO for registration and you have the copy of documents.
