These are some registration numbers that are required for the Limousines, Taxi cabs and movers etc.
A limousine carrying these numbers mean it is licensed by Public Utility Commission, Federal Motor Carrier Safety Administration, Interstate Commerece Commission etc. I don't know the details, but these are some requirements in the US from where the car has been imported.
