I would say if you know certain areas on the road, drive slow and safe in that areas.
Also to note that with wear and tear and over time the road gets rutting ( gets channeled out where the car wheels travel time and again). The depression start collecting water in rain. I mean even in slight rain these gets filled up. If you know such locations on your commute one should be very slow. The agencies taking care of roads need to address these rut formation ASAP. Sometime they need to be re-carpeted. But an immediate solution is to do road milling..
Reason for rutting are many.. Can be poor or improper road design and specially asphalt quality control, and mostly is over loading. Single axle trucks are the biggest problem of our country..
