On a serious thought, yes, it does apply to saving electricity, but not in a moronic way that you have suggested to stand besides a fan and keep shutting it off. Although that too is a very good idea (not yours) if it can be automated. If a switch automatically turns if off for a couple of seconds after any particular amount of revolutions, it would save tons of energy for all of us.
Setting the air conditioner to 26 degrees is one 'Hyper Electricity Saving'. Using energy-saver bulbs instead of the yellow bulbs is another way.

For a nut-case, I agree, its all about saving a few rupees. But for someone who is intelligent, its not about saving 'a few rupees.' Its about enjoying the ride and saving thousands of rupees and not having to worry about installing a CNG kit in it.
There are many other reasons for Hypermiling. Lowering the dependency on foreign oil is one. "Utilizing" the energy we have is another. The less petrol we import, the more our economy will improve. This is the reason that unlike most of the Pakwheelers, I am not at all against CNG. I am only against the unprofessional and faulty installation of "CNG Kits" which is why I have refused to install this in my car. CNG is one beautiful fuel that we have been given in our country that can run our cars for hundreds of years to come. It reduces our dependency on foreign oil and also is very economic.
