it might not be converted, you have to follow the procedure as in pakistan, get a learner license and after 40 days of it you can go for test and get the learner converted to 5-year license.
"sir gee dubai ka license dubai me he chalta hai, yahan nahi chalta", were the comments of the guy when i went to get my license a year or two back.
even i requested him if that learner part could be skipped as i do have uae license (as i was in pakistan hardly for 20 days), and allow me to give test to get 5-year license, but was denied.
luckily i had learner license record with them back from college days (which i totally forgot, but it saved me time), so i just went for the test (theory+practical) and got the license in like 15 days (usually it take less but when i was there eid was around.)
if you fail in test (theory/practical), you again have to get a learner license, wait for 40 more days to re-appear in the final driving test (theory/practical).
