Bro the first step towards the australian immigration is to get membership from Australia engineers. As your trade your ANSZCO code will 233111 and you have to get 7 band in each module in ielts and with that you have to submit 3 episode Competency demonstration report CDR in which you will explain all your experience along with your education and management skills. Here is the linkhttp://www.engineersaustralia.org.au/. CDR along with all academic credentials, experience letters and ielts and fees $700 you have to send it to australia engineers. After that they will assess your case and if they find it relevant to the current market they will send you a membership letter.
Next step will be launching EOI expression of interest https://www.immi.gov.au/skills/skillselect/.
They will ask for ur details from date of birth to education and spouse details if any. After that you will have to wait for their reply, it usually takes from one month to 2 years to get a reply. They review the EOI every fortnight.
Next step after the EOI is accepted, will be launching of the visa application, which is done electronically. You will have to pay fees of $3060. You have 60 days after Your EOI is accepted to launch your evisa. When you launch your evisa you will be given TRN number where you will upload all your document they can be original or attested photocopies. Within 5 week you will get a case officer who willl review your case and if any documents are needed they will contact you maximum time for the processing of the case is 12 months but one gets reply in lesser time. You will also need police clearance certificate and health certificate.

^ any visa fees for any country are not refundable.. Yes if application is incomplete they will always ask for required stuff.. So you have to play this option anyway..

Bro the fees is non refundable and the time varies from 18 days to 12 months

It doesn't matter from where you've completed your degree, You can complete it from anywhere in the world as long as it have good reputation. IN case of Pakistan, It must be recognized universities from HEC.

A foreign degree will not have any advantage during the immigration process.

It is a bit difficult but still u have to meet the minimum score of 60 from where ever your degree is, many of my friends who are electrical and civil engineer have migrated to australia, and one thing else australia immigration rules will get strict day by day as they are getting too many applications.
Their is one hope for the Pakistani Engineers if Pakistan becomes the permanent member of WASHINGTON ACCORD which at the moment is provisional member than it will be alot easy to apply for immigration

and whats the scene with people getting work visa's, a friends friend got a work visa for 2.4 million PKR he has a full time job in Australia now. same is the case for Canada, do you know about that??

No bro i dont know about the visa for 2.4 million but i know that my friend did the whole process for 5 lacs total.
so why take the risk and ya their is very good market for jobs

well there is no guarentee in either method but the work visa method is much easier, less waiting time and headaches.

How is the job search in UAE easy, I have got 6 years experience and i have tried many times for job in UAE but no reply, I know guys who had experience who went to UAE and came back jobless I think their is even a thread about it, secondly even you spend 20 years over their you will be second citizen, no benfits, no passport so in the end you have to come back to Pakistan and start from the scratch and whenever the rules changes first victims are Pakistanis.

Bro I am an electrical Engineer and MBA HR, plus i have got 6 years plus experience in consultant in building construction, nowadays working with consultant as Senior Electrical Engineer on the construction of Shaukat Khanum Memorial Cancer hospital in Peshawar.
