IELTS as citizenship test rule is not passed by parliament as yet. Proposed change excludes elderly people, they are not required to take test.
You are looking at things only from your perspective. Not from country which is going to accept you as immigrant. Parents can be accommodated in special circumstances. e.g most of children of parents are in AU, but if most of their children are outside AU, doesn't it make sense for parents to be where their most of children are?
Siblings, well they are independent person and they should support themselves.
When I started thinking to move to Australia, Parents and my sister were my dependent, I didn't move until my sister got married. For parents they still live at my home in Islamabad, I requested my younger brother to move with parents at my house. My parents visit me in Australia for 3-4 months each year ( They cant stay more than that as they start missing Pakistan ). Then we visit Islamabad for at least a month each year. I am sure its not categorized as abandoning my parents.
