Import duties for electric car. I.e. Tesla and likes

Assalamualaikum. I'm interested in exporting Tesla of Nissan leaf to Pakistan, I came across an article from Reuters that Pakistan govt have slashed the import duties for electric car, any truth in it? I'm interested to hear from someone who has imported one recently.
My introduction is, I'm car exporter from Japan.

page 75 on wards has the exactly policy & tariff FOR EV. Only licensed OEM can Import EV.

Individuals shall follow the regular 3 schemes for such vehicle import and enjoy the reduced taxation tariff
