Alhamdulillah, our Passo has arrived and I have got it cleared from Custom a week ago without much hassle. I wasn’t getting enough time to update this thread.
So, as promised I list below steps, procedure and documents required for importing car under gift scheme.
There are certain criteria which needs to be fulfilled before you can import car on gift scheme.
Car can only be gifted to immediate blood relatives i.e. parents, brother, sister, husband, wife and children whether married or not, but should not be minor (under eighteen years of age).
Student receiving remittance from Pakistan, non-earning members of families of the Pakistan national and those who have imported / gifted a car during last two years are not eligible.
Minimum stay abroad requirement for gifting a vehicle is at least 700 days during the past 3 years.
The duty and taxes shall be paid out of Foreign Exchange arranged by Pakistan nationals themselves or local recipient supported by Bank Encashment Certificate showing conversion of foreign remittance to local currency in his/her own account or account of his family member.
Cars older than three years shall not be allowed to be imported under gift, personal baggage and transfer of residence schemes. "The age of vehicle shall be determined from the 1st January of the year subsequent to the year of manufacturing till the date of shipment as per Bill of Lading (BL).
PROCEDURE
Now, first thing first, once you have decided the car you planned to import check its estimated duty on internet you may visit https://mycar.pk/japanense-cars-custom-duty-chart.php to get an idea about duty. This is the amount your blood relative will send from abroad in his/her account or account of donee (recipient of vehicle in Pakistan) for payment of duty and taxes as stated in para 4 above. This step should be done well in advance preferably before your vehicle have been shipped.
It will take 2 to 3 days for remittance to reflect in your account. Once you have received the remittance in your account, ask your bank to issue Proceed Realization Certificate (PRC) which may take up to 15 working days depending on banks involved. After getting PRC you are good to go for importing vehicle under gift scheme, just thoroughly check the criteria mentioned above because any mistake will lead to vehicle getting stuck at Port and you’ll face problems.
Next step is bidding for your desired vehicle (if you haven’t bought it yet) through any reliable dealer in Japan or Pakistan. After successful bid, the dealer will issue you following documents and ship the vehicle.
- BL – In the name of Donee (The person on whose name car is being gifted)
- Car Purchase Invoice – In the name of Donee
- Car Export Certificate
Your blood relative will fill Gift Undertaking and take that to Pakistan Embassy in Japan (or any other country of his/her residence) for attestation along with copy of Passport. The Embassy may verify source of earning and residence details abroad. The attestation process can take 2 to 3 working days.
Once done, your relative will dispatch above mentioned original documents to you in Pakistan which you will submit to your custom clearing agent along with Proceed Realization Certificate (PRC), Family Registration Certificate (FRC) and copy of your CNIC.
While your vehicle is in transit, your custom clearing agent will start clearance process. The first step begins with custom house verifying genuineness of PRC from concerned bank which can easily take 6 to 8 working days.
In ideal situation, the genuineness confirmation of PRC should have been completed before arrival of vehicle at port to save time. All this custom clearing hassle will be dealt by your agent. Try to book a reliable and experienced agent to avoid any issue.
If everything goes well, it will take 10 to 15 days to get your vehicle at hand after arriving at port.
