Importing skyline gtr r34

i want to import a skyline gtr r34 but the problem is that government doesn't allow cars older than 3 years there is a another way to import it by buying it in japan,take out the parts but not cut the chassis and import parts which can be cleared as scrap so who in japan can do this i am a huge fan of gtr
