Thought I would share my experience of getting a new car registered at Rawalpindi Excise and Taxation Office, civil lines. I downloaded the form F from the Punjab excise website filled it in and took it and the car invoice, tax certificate and delivery letter provided by the showroom and the CNIC to the office No. 2. An inspector arranged the documents and signed them. Next i showed a person the file and he gave me a token from the machine. When my turn came I went to the relevant counter where the person entered the data, gave me a print out to see if the details were correct and upon the receipt of money brought me the number plates. He told me that the registration book and file will be sent by courier to the home address. That's it. Not even thirty minutes and the car was registered. No hassle whatsoever. I was worried about the registration process being cumbersome and had even taken the day off from work but I was at work by 9:20.
Sharing it so that people know that the process is simple and they do not need to give the showroom agents money for it.

Why did u get your car registered from rwp instead of getting it registered from Isb?
Isb number has more market value then rwp

An update: got the registration book and file by post today. All done within three working days!

2000 (if car is more then 5 year old), by agent upto 10000 (if car is more then 5 year old)

I have got two queries:

Is authority letter the other name of delivery letter ?

When is whole sale tax given. At the time of purchase ? Or while getting it registered ?

Thanks, but my query still remains unanswered. My car is 2007 model, Registered in February 2013. It is 1790 cc. Different Agents are quoting different amount for Transfer. Some say 75000/- some say 100000/-. I am a tax Filer. So please let me know the exact or near exact amount of transfer fee.

Went to Register my new Honda BRV in Rawalpindi office on Saturday.
Photocopier filled in the forms for me for Rs 70/- only. (by the way you can do that yourself, but its faster if you let him)

Took the token , got called on 3rd number. Since it was a new car and their system didnt have this information, the entry personal took some to and fro verification, even so got finished and received number plates within 1 hour for entire process. Excellent service Alhamdulillah.

Also helpline 080008786 is way too good for a Government office. Processes have really improved mashaAllah,
No need to pay any agent money to have this work done. An agent was asking me for Rs 10,000 extra for this task which i saved. Go out there and get it done yourself.

98% crowd/visitors in rwp ETO are there for motorbikes . hardly 2% for cars
people prefer to register cars from isb

i also by choice went for rwp registration for life time token
and you can get excellent choice numbers just by paying couple of thousand rupees in rwp

i paid 7500 rupees extra to get "40" number

Also received my book within 12 days, with a confirmation SMS of TCS of delivery. Impressive performance by Rawalpindi ETS office & +ve move by a government institution.

Allah kare all institutions improve like this.
Also i think, someone should suggest RWP/punjab ETO to offer some benefits to car registerations so that useless load or trend of people towards ISB ETO may normalize.

Had a similar experience at RTO, Rwp too.
The photostat guy took Rs.100 to make and fill the file and make all copies, took 10minutes.
Next went to the inspector who saw the file crudely and signed it and had me sign it too, took 5 minutes.
Next went in to get token, which was a 1 minute process, since there was no one in que I got the first number, the guy (alias Kiani) entered the data and asked for invoice price for PS Swift, next I handed him Rs.30,857 fee and he returned a receipt taking a maximum of 5 minutes along with the remaining change down to a ruppee.
Took the receipt to the next counter and I was handed over the plates and a packet of bolts in 1 minute.
Took me 20-25 minutes come and go, saved me 10-12k being demanded by agents.
Though I got the return file and reg.book delivered to my home address a Lil over 4 weeks after the process. But the process was indeed express and transparent otherwise. I can't imagine it being better than what it is. Thumbs up for IT Automation in Punjab. I am also sure that after they introduce DVRS, the remaining ordeal will also be over, you can bring your car from the showroom having its registration plates without hassle.

I liked a Lahore number car in RWP which I would like to purchase - however not sure if the owner of this car can get it's T.O form raised from RWP excise office or he would definitely have to come to Lahore ? I believe it's difficult for owner to come to Lahore ...

Definitely it's possible. New registration's are like a visa card. All branches/atms are like your home branch and you can present cheque anywhere. Lahore number is as good as home number in any district in Punjab.

Does ETO rawalpindi return the original file or they keep the original file. I know lahore registered cars have return files. would appreciate your response

I think files are only retained in Islamabad, rest everyone returns them. I have owned 3 motorbikes and 2 cars and at all occasions the file was returned.
