Intentionally blocked PCV/Blow Valve

I had blow by problem in my cultus 2006. It reduced oil and had problem of oil in air cleaner compartment and it gave smoke on motorway at high RPMs. On recommendation of PAKWHEELERS, i replaced the PCV valve. But when i looked at the previous one I was amazed to see that it was INTENTIONALLY blocked with Depoxy.

My Question is why would have anybody did that? Any Possible reason?

our xe corolla was almost impossible to tune
it would take hiccups. changing jet size/tuning was not making it better
finally a mechanic blocked the pcv and the car was smooth

(which was actually wrong as it damaged other seals from pressure)
later we found out the plastic rubber pipe had crack and hence carb was sucking extra air causing the hiccup issue

Some idoit mechanics block pcv to smooth out idling issue
