I have no experience of Belta but I think a 1.0 will be too less for a body of that size. That being said, it will have to run on higher RPMs. So by that logic, a 1.0 can consume more fuel than 1.3.
Drive wise, 1.3 will be a better choice too.

Belta 1.0 is the worst car I have ever bought in my life.

No other car I have ever driven is as underpowered and boring to drive. Get a Vitz or City instead.

oh sir...city phir city hai naa...city was a really sweet deal at the 15.5 lac range just an year back....it is still a good deal now...but the price has gone up to 17 lac....but it is a lot of car for that money...

Bro 10 million and 10 lac mein 90 lac ka difference hai!
Its a common mistake, people mostly make that 1 lac = 1 million or 1 crore = 1 billion
1 million = 1000 x 1000
1 billion = 1000 x 1000 x 1000
Same goes for trillion, and so ON...

My friend owns 1.0 belta, always overheating and giving problem in summer he stopped driving now - be careful with your choice.

Any sincere, experienced PWers will rather tell you to go for a market-strong car. Look at the roads near you how many beltas you see every day? There's your answer.

Also keep in mind its discontinued officially, meaning in 2-3 years parts will become much harder to find
