Is car transfer possible in Punjab without smart card (delayed by Excise)?

Hi, I recently got my car transferred to my name from the bank I leased it from. The transfer of ownership has happened as the online vehicle registration check service now shows my name as the vehicle owner.

Even though the transfer happened, I am hearing it might be months before I receive the smart card.

So my question is: can I sell the car to a buyer if both of us visit the Excise office without the smart card?

I have heard that this is possible as my smart card will simply be cancelled and a new one processed for the buyer. Is that the case? I want to know about Lahore, Punjab.

Would prefer if someone who has had a similar experience (selling car without smart card in possession) can confirm. Thanks.

Looks like NADRA is now handling the car transferring process.

I'm selling my car, but didn't get a smart card made. Do I just go to NADRA and transfer ownership there?

Hey guys I have the same scenario I made a deal with the seller and paid the car token amount. The inspection was missing so he cleared the physical inspection today (registered in Islamabad). Now is that possible to transfer the ownership or should I wait until the smart card arrives?

I contacted some of the agents & excise office person few of them said to wait until the card arrived or some said you can proceed now and the previous card will be cancelled

Any guidance and help would be appreciated.

Yes. It is a regular practice in past few years. Investors buy car on low price and then sell at high price on own, to eliminate which, Government imposed a tax if car is not registered on the name of person on whose name invoice is made. To get around this, people first register the car on their own name and then do the transfer within seconds after registration. So vehicles are regularly sold and transferred without issuance of smart card and number plates.
