very much workable. but for a generator engine without a gearbox or clutch, you need to add a centrifugal clutch to the output shaft.
This will have very low speed capability, due to lack of gears
I was these on the Internet sometime ago. You can find such engine as well as the tyre.
The basic chassis or frame is complete DIY and some bike parts as well. If I would build such a thing I would go for a bikes running gear and just modify it into a fabricated chassis... Lots and lots of Chinese bike engines with transmission are available near numaish chowrangi.

its a fun project , no good for practical use.
a 70cc chinese self start engine with a good tube chassis can go dangerously fast tho. i experienced a stuck WOT condition on such a homemade chassis
it would be quite fun but hell dangerous! but that if you make something like a Decopod!
What a beautiful idea, I would add small suspensions under the fender becuase in Pakistan... oh darn... we have Deadly pot holes in front of Lahore Assembly.. lol
