the engine is in good condition
inner is genuine
outer is showered for a fresh look
seller is asking 13.5 Lacs
other options in this budget is the Cultus 2013/15 model or the Honda City 2006/7 model
what should I do?

Get a Honda City 1.3 6/7 bro. The fuel economy out matches any sedan of the same segment. And parts are super cheap.
