Islamabad Car Ownership Transfer without seller and biometric

Hi there,

I bought a car from a friend of a friend back in 2019. Its an old car registered in Islamabad and last transfer was done in Punjab in 2004.

I only have the CNIC copy of the current owner and original book of the car. All tokens are paid expect this year's (2021). I want to keep the car since I like it very much.

I need someone who can help me get the ownership transferred to my name. I am willing to pay the cost. It's such a pain to go through the process without much information. If anyone of you can help me or know someone who can, kindly contact me.

the id card of owner on book must be expired as well
no legal or short cut to do it
better to use a link to pull out cell phone registered on that cnic

I have tried my best to find the guy but no luck. His ID copy is still valid. It's hard to believe there is no phone number registered against his ID card.

I do have a NOC issued on a plain white paper with excise office stamp and officer signature from Sargodha exicse office as well. I am not if this will help or not.

To be honest, the system is so messed up. I love the car and would love to keep it but I am bit fed up. Thanks for your reply thou.

Get his family tree from Nadra and check if any number is registered against his first relatives. Call them and request them.

I would have done that if it was possible for me. Plus, I heard finding him would be useless since the last transfer was not done in Islamabad. It was done outside ICT and was done in Punjab which is not valid in ICT.

2nd Last owner is the 1st owner and it was company that don't exist anymore.

This is really messed up.

hello, my cousin had 2016 toyota corolla he bought it in 2018 for business purpose; to use it as a taxi and hired a driver for this purpose, now the problem is in march of this year, the driver took the car and sold it and he is still on run. any guide how to get the car back. really appreciate this community help

If you have that cars file and original book, register FIR and get its transfer blocked and check where its running. Once in police custody get its suppardari through some contact/link and get its custody back w you. Since you’re the owner on file and have it w you there’s no way he can have your car since you’ve original documents and he shouldn’t have brought a car with no documents. Its his loss if you get the car to police custody by your link if its some wakeel… usually its some rent wala or wakeel who buys such cars
