I have my relativies residing in Islamabad but I am residing in Rwalapindi. I also don't have present or permanent address of Islamabad on my Computerized ID Card. Can I get an Islamabad License? Am I eligible to apply?
As far as I know (unconfirmed) an Islamabad address on CNIC is required. But it would be best to confirm it by visiting the licensing authority in F-8/1.

You need noc from Rawalpindi branch to apply for Islamabad license
Goto h8 and get national highway and motorway police driving license from islamabad and you only need ID card no matter if it's from pindi.
