Wait a minute!
Before you go to their office for license application, you must remember few things, otherwise you'll just waste your time by a useless visit to ITP office.
Your ID card have either permanent or temporary (or both) address of Islamabad
If condition 1 fails, show them your agreement with the house owner if you're living in a rental house. OR show them the house documents if it is your own, but the house rental agreement or registry have ISLAMABAD address and on your name!
If condition 1 & 2 fails, then you have to show that you are living with a relative, friend or anyone else who have Islamabad address on his/her ID. But it is not all that easy, take that person with original NADRA ID to F-8 Islamabad, go to some agent and give him both of the ID cards and tell him you need an affidavit for Isloo address for DL. He won't ask anything from you and you'll get the affidavit in 150 Rupees with Notary Public stamp. But you are still not done;
i) Ask your that person (who says you live with him) to sign the document
ii) Get two photo copies of your IDs and affidavit. (I forgot this and my friend had to go to F8 again because there's no foto state facility @ Police office 
) So don't forget it!
iii) YOU HAVE TO SHOW ORIGINAL ID OF THE PERSON WHO SIGNED ON AFFIDAVIT, OTHERWISE YOU WON'T GET LEARNER!
After you get the documents, go to ITP office, F-8.
Go to first counter and get challan form and fill it.
Go to counter # 2 and pay 200 for single category license i.e. car or bike, and 400 for both. If you need LTV, just pay 200 but LTV and bike would need 400.
Go to counter # 3 and get your ID verified by NADRA. They'll charge you 25 Rupees
Go to counter # 4, show them NADRA ID verification, bank receipt and your original ID and they'll give you a number.
Enter their office from gate no # 1, make sure you don't have fire arms, because a cop will search you there :o
Go to medical fitness center, they'll charge you 30 Rupees and go to doctor's office, he'll just ask you to close your one eye and read the smaller text on board. So don't forget your eye glasses/lens if you use them!
You passed the "fitness test" 
now go to room number 4 and wait for your turn. The cop on duty would call the number you got from counter # 4. Go to him and give him your permanent address, temporary address would remain same as you mention in affidavit.
Once the cop entered your bio data, again wait for your name to be called by a lady cop (H) She will call you by name, give her the copy of affidavit (if you have Islamabad address on your ID, no need for affidavit), copies of IDs, and you are also required to show her the ORIGINAL ID of yourself and that person who affirms your Islamabad residence. Otherwise you won't be issued the learner permit!!!
Last but not least, the whole process needs at least 2 hours if you go early in the morning, and up to 4 hours 
if you go late. The office timings are 0830hrs to 1400 hrs in Ramadan, and 1600hrs in regular months. Saturday is off and on Friday, they'd take two hours break 1200 to 1400 hrs!!!
But if you "know" some cop 
or commissioner or any class one officer is your buddy, then you don't need to be worried!
