I am planning to visit Naran with my wife and year daughter and 5 year son in 1st july via plane from Karachi to Islamabad.
Day 2nd from Islamabad to shogran and night stay at shogran
Day 3rd to siri paye and then to Naran and night stay there
Day 4th to saiful mulook and then to babusar top
Day 5th from Naran to Islamabad
Pakistan travels waaloo ney 65000 ka cost bataya excluding lunch and dinner
Kya yeah reasonable rates hein ya phir mujhey khud Islamabad sey shogran tuk ki car hire karni chaiyeh phir wahaan sey khud hotel loon and then khud siri paye Ik liye jeep hire karon and so on....
Doonoo mein kitna farq aaye ga cost ka?

1st of all. Aap ny ye nahi bataya k 65000 package mai kia, kia including hy ??
If air ticket included ? Then it's good. If only road travelling and hotel included, then it's costly.
Keep in mind that according to your plan, your 2 days are for travelling and only 2 days for trip.
My advice is that you come to Islamabad.
No need for jeep from Islamabad to Shogran and from Naran to Islamabad. You can hire any car for that. Go to Shogran and then hire jeep locally for Siri, paya and for Saiful Malook and Babusar. This will save your money. There are a number of hotels at these places. Go and negotiate on spot. You can make a good deal and save. But bargaining is must on both hotels and transport.
Keep one thing in mind. If you hire a car or any other vehicle for Kaghan or Shogran. Make a deal for drop only. They will try to stuck with you for the whole trip and rip you off. It's season time and lots of vehicles available every where. So don't get blackmailed by any driver.

How much should be transport charges from Islamabad airport to shogran one way only. I'm fedup with car drivers pushing whole costly package or otherwise asking return charges even if I want to end my journey at shogran.

Don't make a deal at Islamabad airport. They will rip you off.
Come to city side in a careem or Uber from airport and go to Faizabad or Pir wadhai bus terminals.
Find a reasonable car driver and negotiate a deal with him.
Keep one thing in mind .Make everything clear before leaving. Don't leave any point unclear. Don't thrust them if they say. "Chalain jee, chaltay hain. Agay daikha jay ga." He will definitely throw a situation when he will reach there.
Fix in advance " Mai yahan sy Shogran jaun ga aur mujhay Pine park per drop karna." Loud and clear ,no hanky panky. No story of return trip or 2, 3 days stay. Just ask for drop.
Drivers yahan sy chal partay hain aur wahan pohanch k story daal daitay hain. Ya blackmail karny ki koshish kartay hain. Unky pressure mai nahi aana.

Tell me your complete plan and number of persons.I will guide accordingly.
I think 16k is too much.
1. Don't tell them you are coming from Karachi . They will quote you double rates.
2. Best way is to come to Rawalpindi. Go to pir wadhai or Faizabad bus terminals which are in the centre of city and ask different drivers at different places. You will get a rough idea.
3. Fix all the details clearly. Don't leave any point unclear. Kyun k in logon ka tareeqa kar yehi hy k kehtay hain. Chalain sahib chaltay hain agay daikha jay ga aur phir pardesi daikh kar rastay main phail jaty hain aur koi na koi story daal daitay hain phir zyada paison k liye pressurize kartay hain.
Meanwhile I will also check and get an idea of fares.
