A bit older update.
Was there on the weekend 8-9th Nov. PTDC and all hotels along Jheel road had closed. Only few hotels on main road were open. Road to Jheel was still open, though snow chains were needed for the last bit to lake (unlike last few year, when we managed without even in end november). Didn't go towards jalkhad or anywhere else.
It rained and snowed that Friday, haven't heard of any further snowing since, but do check locally
