Karachi- Lost original file of my car

Hi ,

My father lost the original file of vitz 2012 , in karachi. What should I do now as ajrak number plates are required. I can't get the ajrak number plates as they are saying bring the original file .
I have the original car book and all road taxes are paid. Is there a duplicate file in excise and taxation Civic center, how do I get a duplicate file. I do not want to sell my car , please don't say that my car will be sold at 90% loss, as I do not want to sell it.
