Construction of Hyderabad to Sukkur motorway doesn't have much to do with SIndh Govt. It is a Federal Govt project, but keep on delaying due to several reasons since 2016, one of which is lesser priority than other projects due to election considerations.
Personally I didn't experience much problem going out of Karachi to Lahore. However, the driving experience in return leg was extremely difficult. I left Lahore a little late and reach Sukkar just by evening. Afterwards it was like a nightmare with heavy traffic at night speeding away under barely visible conditions as the road lights were off at many places. Plus most of the area was deserted and it was looking too risky to stop at a petrol pump for refueling or toilet break. By the time I reached Hyderabad Karachi motorway, I was already tired after driving the whole day (and sleepless since the night before) but at that time my concentration was needed the most as the traffic load increased a lot in M9, which is quite narrow compared to other motorways. Thankfully I made the journey without any incident but since then I've made it a point to leave Lahore at night so that the journey from Sukkar onwards is done during the day.
