I like your idea. Perhaps they can do both; install cameras and put the time on the ticket. As long as it reduces the number of instances of over speeding, its useful. Having said that, based on my personal experience, I still find it hard to digest that someone can maintain such high speed when he lowers the speed for each camera every 10km. And even if that’s true, I feel there would be a handful of guys who would do that. The majority would tend to comply, I believe. BUT I doubt that cameras are constantly monitored, but used as a deterrent mostly.
Also, driving fast for spending extra time at rest area seems utterly nonsense. The only obvious point in driving fast is that you save on time and reach your destination early, unless you are a racing maniac or it’s an emergency. Just my opinion.
