Car is laboratory done but all documents + File are clear and transferable. Should I buy this car.

This is a great idea about holding money. But I was wondering how would you convince buyer that he won't get duped.

I have been buying used cars for personal use for more than 20 years. And I have never encountered an owner that allows such a move. They insist on giving full payment before handing over the documents for transfer.

A more practical action is to investigate the papers to ensure that everything is in order and the car can be transferred before making the payment.

the practical approach is to pay 80% and with owner along process the transfer paper work.
once the excise office issue receipts under buyer's name 20% shall be paid.

What tests were done on the car and what was the purpose?

Yes this is more practical. Ask the owner to tag along during transfer.

I have never tried this approach. But it seems to be a good idea to avoid buying cars that can't be transferred.

I remember I bought a fresh import 2015 Aqua (brilliant car) it was my first time buying an unregistered JDM car.

After finalizing car, negotiating price getting its autction sheet verified, pakwheels inspected , gave token amount and told seller to come to excise office with me tommorow to submit its file (JDM cars have a file with 12-13 documents).

I told the gentleman you can verify my payorder from bank branch of your choice but If and when all documents plus physical inspection of car is cleared from excise only then i'll hand over the payorder , As expected was faced with some resistance but as I was willing to walk away unless he agreed , the seller did exactly as I wanted, car was registered without any issue and payorder was handed to him.

I feel like you can get scammed only if you are in a hurry for whatever reason or just being blinded by greed (too good of a deal to be true )
