Its probably toast.
the manufacturer (mitsubishi) were not idiots to install an expensive thermostat in there and make the fan run off a system that engages it as required only.
What you can do is to clean the system with some citric acid, then fill with water and pressure test it to 16 psi to verify integrity (replace any part that is leaking, specially radiator if the cap area is repaired or broken). Install new thermostat, fill with coolant/water mixture and test the cooling fan for operation.
Beware: - your system may spring massive leaks after cleanup if it is in extreme poor condition.
