You should not give your ID Card as you cannot get a car in your name since you have no source of Income :). FBR now checks utility bills, purchase of cars, houses to detect people who do not pay tax but spend money.
Legally you should have money to buy a car. It is pretty fair. If you are a student your father can gift you a car which can then be in your name and that gift will be reflected in your tax return.
It is advisable that you should get NTN . It is a pretty useful document. You should pay your taxes (minimum) so that a tax history is maintained. After 10-20 years when you want to buy a house in your name you can prove that you earned that money legally, otherwise your belongings can be taken by the government.
