Looking for a used car, don't understand the lingo

I am watching ads on PakWheels and Facebook to buy a used car, I came across few ads saying like:

I Am selling XYZ Car Gun matelic colour Chilled Ac outer 50% touchup inner full geniune seal by seal brand new tyres First owner Transfer Must No any work required
ENGINE:100%
SUSPENSION:70%

I don't understand what outer 50%, Suspension 70% means and how do you gauge percentages for these things?

Also my budget is around 700k - 800k, which car should I go for which would depreciate the least for 2-3 years. Looking for cultus right now but can wait raise more funds if advised otherwise.

saying alot of touch up and suspension showing signs of being worn out

Is it normal for cars of 2007-2010 to have this many touchups? and should I invest the time to inspect those car?

a 15yr old car will hv repaints and work if daily driven for sure
and since u hv specific budget u wont find a car in immaculate condition
just pick a car with no major accident
and fewer pieces re touched
