150k km in 30 years. That's an average of just over 400 km in a month. Something is off. Either the meter has been reversed, or the car has been parked for a long period of time (major red flag).
There is no way that this 30 year old car has "no work required". Even if it was parked, the bushings, brake pipes, and other rubber bits are probably dead. Keep in mind that this car has a double wishbone front suspension; a total set of aftermarket bushes costs tens of thousands of rupees. It's better if you don't look up the OEM prices for a bushings set.
If the car was regularly maintained (doubt), the maintenance cost is actually lower than small Suzuki hatches. However, I have yet to see a 95 Civic that hasn't been ruined beyond hope. The major issue is rust. It's hard enough to find a clean 2001-2005 Civic these days.
If you want a reliable car with low-ish operating costs, just get a Cultus. I have looked for Mehrans in the 10 lac range recently; every single one of them had structural cracks and welds. I'm talking about 2013-2014 models mind you.
Only get this car if you want a project to tinker with. Using it as a daily driver would drain your bank account quickly.
