Lost registration book but smart card present, okay to buy?

Hello, someone is selling a car but has said that the the Registration book is lost (or surrendered). He has a smart card, however. Should I be concerned? What steps can I take to ensure my safety and after purchase can I get a new book issued?

When Islamabad ETO issues a smart card (upon vehicle transfer or token tax payment) they take back your original registration book. So apparently there is no issue in your case.

But to be on the safe side please get the registration details and ownership checked from the ETO.

No its not.
ISB has different process, the only thing you'll have is smart card and rest of the documents are with excise at ISB, while in KHI you'll have registration book, return file and nowadays a smart card as well.
Maybe @capsat can guide better.

If Karachi Excise is allowing owners to keep registration book as well as smart card at the same time then how will they ensure that the original registration book is not being misused?

If you are buying from khi take someone along who can go through the complete "file" and assure that the documents are complete. As far as smart card and reg book is concerned visit the civic center and see some tout he will be able to clarify all your queries.

lost means an FIR has to be registered for issuance of duplicate book.
Surrendered means original book is with excise for which a SMART card is issued.

buy a vehicle only from area where you are residing. KPK / Sindh / Punjab / Baluchistan.

there are dealer gangs involved in inter-provincial vehicle scams. Vehicles registered against bogus customs' papers are registered in a province and offered for sale in other province. Same is about the bogus documentation.

Personally I'd not recommend buying a vehicle from out of province.

This is in the same province and I have learnt an FIR was lodged. However, I have been advised to stay clear in any case since these cars are hard to sell even at a discount.

What is the scam and why does it work across provinces only? Will smart cards in the future remove these scams (not duplicate smart cards but newly issues ones).

Also as another poster highlighted, it's a shame that Sindh doesn't surrender the cars, only Islamabad does. Seems like they are propagating the scam.

In 2009 under NACTA ordinance all provincial excise offices land revenue, property, professional & motor vehicle registration offices were to establish central connectivity with NACTA Offices (within Federal Interior Ministry). Purpose of which IS (was) to manage centralized motor vehicle taxation payment system and interprovincial vehicle transfers. SMART card was part of that program.

SADLY, provinces under 18th Amendment have gone rouge. The EVIL of 18th constitutional amendment have shadows all over., ICT has different policy regime while every province has their own. The rule of families, clanship and the system which remains a tail wagging dog to sitting rulers.

The crime scam of registration in ISB selling in Quetta is very cleverly practiced, because there exist no electronic way to verify the documentation. Manual verification means the 'cartel ' make sure that their own people at respective registration office do the required job.

Should I carry original smart card while earlier single page carrying paper was needed to keep during travelling while original book was supposed to keep in safe custody.

Can any one advise or suggest either to make copy of it and keep.with vehicle or orginal.

Nope!

You have to sell it with a stamp paper signed where they buyer will turn the card to their name within given time period. That's what I did, then the seller made the car on his name in Karachi.

Another way is to send the paper to someone in Karachi, the agent will do all the khuwari for you, charge some money and will do all the paper work. (I did this for one of my friend 1 year ago via an agent and then car was on his name).
