Luggage on Roof Carrier allowed on Highway

Assalamoalaikum.

I just wanted to know whether there are any restrictions on driving on the highway with luggage on the roof carrier. Is there any restriction on type of car which is allowed to carry luggage in this way? For example would a BRV with roof carrier be allowed to travel with luggage?

No restriction.
However on motorways, they check if it is probably tied and secured and not loose.

motorway police checks if luggage is properly tied or secured on "roof carrier", if someone puts luggage without roof carrier, this is not allowed. if luggage is bulging out in dangerous manner to endanger other cars, this will also be prohibited.

if luggage is within carrier and properly tied up, it's good.
