Great, this is little bit even confusing for me, can be sorted with AMP-Meter, kindly point it out which wire has to be taken out and inserted at a different position.
I would advise him to go to the ups technician, ask him to change the charging rate, this way he be able to see which wire has to be taken out and inserted at different location. UPS which I have has a slightly different configuration where one adjustable wire comes out so its kind of easy to insert it at different location. Ups should be completely disconnected from wapda and batteries while this is being done and any wire if connected wrongly will blow away either the ups card or transformer so its better to consult an technician for the first time.
He is using AC settings to measure DC readings, which always is going to be in error. I would advise him to buy a good meter and take the readings again using DC settings.
