Mark X 2006 Token Tax in Islamabad?

Hello, in a Pakwheels review of a Mark X (Islamabad registered) the owner said that he pays Rs:500/- token tax for his Mark X which is more than 10 years old.

My Mark X is also more than 10 years old now.
Model: 2006
Import: 2009
Registered: 2009

But when I check for it's token online, it shows me Rs:8800/-
Can anyone kindly explain

10 year old rule still in tact
WHT becomes zero after 10
The base tax has been bumped big and increases on cc like punjab now

I think it's 500 for filer. I also have markx and i pay 8000 something I'm non filer

10yrs n older cars just pay token tax
and are exempt from with holding tax
with holding tax has the filer non filer thing

fix charges of token regardless of age
From 2001 to 2500cc 8,000 rupees
From 2501 & Above cc 12,000 rupees
