Mehran 2005VXR milage dropped to 11km/L after tuning from 15.5km/L why?

I bought a Mehran 2005 VXR, engine overhauled completely. First running was yet due so I drove it before first tuning and it was giving 15/Km in city with very soft foot and easy going drive.
After first tuning average dropped to 10km/L, I got the carburetor serviced and it became 11.2km/L but not young above.And this is average without AC.

Can someone please suggest what to do?

Why did you got it tunnes a newly overhauled engine. Bro you have waited atleast 10 thousand kilometers before getting it tunned. BTW why there was a need of tunning who suggested this ?

Mechanic told me that after 1000km you need to tune it. As engine and other tapets etc were loose
can you suggest me a solution for problem?

probably change mechanic. If it is because of wrong tuning, it can be fixed
