Mehran Carburetor Fuel Shutt Off solenoid

Assalam o Alaikum everyone. My Mehran 2004 is having an issue of vibration on idle and sometimes it shutts off on idle. I went to chah sultan for carburetor Service. They bypassed the fuel shutt off solenoid (slow switch in desi language) But this problem doesn't resolved. Car idle is not smooth. Its shaky and i had to set idle RPM above the normal recommended RPM to get a smooth idle.

That Solenoid is responsible for maintaining ideal speed.
How did they bypass it ?
How they serviced carb ?

1- Selenoid fix it or replace.
2- If carb not cleaned properly then clean it with carb clearner
3- Check for vacuum leaks
4- adjust mixtures to normal
