dont test it by rubbing your finger there. Does it actively shoot black smoke?
Is your engine in original tune setting? meaning it works at correct temperature, the carburettor is correctly adjusted, the distributor is correctly adjusted.
If your engine is set to run dead cold all the time (no tstat valve) and mechanic has monkeyed with the carburettor to "make it run" then first fix that.
For your oil burn, firstly stop changing oil so early, secondly make sure the engine gets hot (normal temperature) otherwise the oil will breakdown very quick. Thirdly half liter per 3000 kms is considered perfectly ok for this engine. If you wish to completely remedy that, you probably need a valve seal job or valve seal and guide job in the head, The ring pack and pistons on mehran engine are very long lived. 90% of oil burn issues happen due the valvetrain. (its inevitable in a SOHC engine with rocker arms)
