I am 20 now and still driving without the License, the problem is i have the learners license (expired now), when i went to get the permanent license, the police man at the gate said that the cost of license is i guess 1000rs and you have to pay 3000rs extra as a bribe to get the license and that too in a normal paper printed form. Sialkot chamber of commerce donated the license printing machine (1m pkr price) to the traffic warden department, they issued the card license for a month or 2 and then raised the issue that the cost of ink used in the machine had to be paid by the chamber which costs 90k per month whereas chamber said that they are not liable for it as the license fee is collected by the Wardens department so they should be liable for the costs, now the machine is back in the storage room of chamber of commerce and the License are being issue in a normal printed paper form (you have to get it laminated to keep it safe)
As far as i heard that this paper printed license is not acceptable by the police in other cities, only Sialkot police will be accepting it because they are getting 3000rs extra for issuing that piece of paper.
