Yaar, 14 year olds driving a car is perfectly normal in foreign countries. What we need is a updated licensing system that allows attaining a full licence at the age of 15-16 after a year or two of probative ( no night or highway driving etc ) driving.
The issue is after 14 years old a child has to play a part in the household and his responsibilities and social duties cannot be completely cared for by his parents anymore. at this point transportation is needed, and our licensing system is not providing this. Untill age 13 children are purely that..children. after that their mind and requirements grow exponentially .
Asking parents to do this and that and be careful is complete ********, nobody will do it. EVER.
What we can do is make licensing open for 15-16 year olds and make it such that they are accountable for their actions. No more driver in the back seat as there will be no need of driver ( to show his license if anything goes wrong).
And speaking of giving out traffic tickets etc to both these theoretically licensed teens and adults , the financial penalty should be based on the approx current value of the vehicle it was made in. lets say.....3%. for a cd70 thats i think approx 1800 rs, and the traffic cop should always get a 50% cut of that fine and rest to the government. ( so they will have direct incentive financially to uphold traffic law aggressively )
If they can pay that much for the vehicle itself, they can pay a 3% fine every time they commit a violation. No more boy racers anymore in 1997 civics after they have to pay 15k for a traffic violation.
The policemen will go home happy too.
