I just saw a Mira 12-15 120000 km. Driven to buy
What I am confused it only showing 13 average? What can be wrong? Usually I see 17 plus average so does it mean engine is not good?
First, the car is relatively old and well driven.Secondly, the average shown on the ODO meter is not the average in actual.
Average depends on traffic conditions and driving style as much as it depends on condition of the engine. If the car is driven within City at rush hours on busy roads with heavy foot then its average will be significantly lower than same car driven on empty roads or on highways.

No. Fuel level in the tank should not have any impact on fuel consumption figure
It all depends on driving style and also use 5w 30 engine oil and keep the recommended air pressure in tyres. I used to keep 32 psi in all tyres.
