You Should by neither!
Honda Civic 1995 availability of Parts is no issue car is great, has good interior but in you range the condition would utter disappointment. Good condition car is not less than 5 Lacs

Mitsubishi Galant 1995 on the other great car, more powerful and luxurious then civic engine capacity is also greater than a standard civic 1995, but arranging parts will be a pain and parts are expensive also a clean car with no work and good condition fetches at-least 6.25-6.50 Lacs easily.

The Best Option you have for a car that has lesser maintenance and inexpensive is a clean margalla which you can get in quite a good condition in 4lacs. else you will have to settle for older models of Corolla 84-88. Civic 88-94 (utterly Ruined). Nissan Sunny 84-94 (good car a bit expensive maintenance) and Mitsubishi Lancer ( Very Few well kept non-jugaadu cars and expensive maintenance)

You can get a good Nissan Sunny JX 92-94 for less than 400000 and spend the remaining figure to personalize the car but i would suggest you go for a suzuki!

Later Model Lianas' after 2008 are real good cars if they are kept well! the engine is same as suzuki swift! The Thing with Liana is it doesnt support CNG and mechanics have failed to understand it. otherwise in its price range it is the best! But you will not get a good Liana for less than 6.75 - 7 Lacs. really later one i good condition fetch upwards of 8
