Mobile Phone detained by customs. Need help

Hey, I have ordered a mobile phone from USA via FedEx international. The phone is Huawei Honor 6X. I have received a letter asking for the following documents but I am not sure what to do. All help is appreciated. I live in Karachi, Pakistan and the package is detained currently at customs.

Letter from FedEx:

Can someone explain the following? How do I get these documents? Thanks!

1. Authority letter of the shipment clearance.
2. Kindly get Manual Clearance allow with shade 46 allocations from Assistant Collector of Customs on a request letter with his signature and stamp to initiate clearance process.
3. Mode of payment justification documentary proof for waiver of EIF.

Also, do I need NOC as well from PTA? Where must I go to receive my package?

All that you need is a pta noc .all other stuff that they have written is rubbish . As all information and forms are filled by fedex USA and sender . Get pta noc and contact your local fedex with the noc . They will help you in getting the package cleared .

take the fedex letter and the NOC to Karachi airport customs old terminal where cargo is handled.

Print it out and take it with you to local fedex office or take it out on usb and give the usb to fedex local office .they will take s scan of the document .
