Yes KZ, its red oxide and the purpose of it is to keep the metal away from rust. If you see one of the pictures above where the paint was peeling off from the paint remover, a layer of red oxide was underneath it. Any scratches would remove the paint and not expose the metal to the environment, unless its really deep.
Most people apply harder primar, which serves the same purpose.
